According to a report published by the Human Rights Watch, the Afghan Local Police, commonly referred to as the ALP, are guilty of severe human rights violations.

The ALP, which is funded with American tax dollars, is responsible for several murders, rapes, robberies, and unspeakable acts of torture, said the report.

Earlier this year, in April 2011, a 13-year-old boy was reportedly kidnapped by four ALP members in Baghlan, Afghanistan. The boy was taken to an ALP member's house, where we was gang-raped, said Human Rights Watch.

The boy managed to escape the next day; and even though he identified his attackers, no arrests have been made.

When Afghan citizens report these alleged crimes to American soldiers, the soldiers reportedly tell them to contact the Afghan government.

Currently, there are an estimated 7,000 members in the ALP. The U.S. is prepared to fund the recruitment of an additional 23,000 members.
